Send Request processing

When the Send Request is accepted from the host which carries out the Receive processing, the Observe program (XRACCPT) executes the Send File to the Send program (XRSND). As in the case of the Send Request, the Observe program (XRACCPT) issues the Resend File in the same way as it acknowledges the Resend Request.
