Change of the response operation if Manager failed to connect the database

Description

The response operation if Manager failed to connect the database because the database is disconnected etc. is changed.

• Before: If Manager fails to connect the database, it immediately returns the response (500).

• After: If Manager fails to connect the database, it waits for the recovery of the database for 1 hour, and then it returns the response (500). If the database is recovered during the waiting time, Manager will process the request normally.

Note that the response operation when the database runs normally is not affected.
