Files can be distributed to the HULFT IoT Agent instance whose status is "Standby".

Phenomenon

Even if the user changes the status of an Agent instance to "Standby", the user can distribute files to the Agent instance.

Condition to reproduce

This phenomenon will occur when the user distributes a file to the Agent instance whose status has been changed to "Standby".
