Function details
The logic calculates the period from the date/time of the first input handler to that of the second input handler by year.
The value will be negative if the date/time of the first input handler is in the future relative to the date/time of the second input handler.
The difference between the two years of the date/time values is calculated and the number of years is returned as a numeric character.
