Modifications introduced by allowing general users to use HULFT

Due to the cancellation of s-bit from the permission to the startup command for the Send daemon (hulsndd), the user who started the daemon now executes the Post-send Jobs instead of superuser (root).
Further, permissions when re-creating system files used by HULFT are set as follows:

The permissions that were granted before re-creating files are inherited

Inheritance of the owner and group for the file if the user executing the process is a superuser (root)

If the user executing the process is a general user, the executing user is set as the owner and/or group of the file
