Improved check for TCP/IP process startup

The procedure of checking for startup of TCP/IP process during the HULFT Daemon Startup or network communication has been unified for all the utilities.
Note
Enhanced Check for TCP/IP Process Name is a function specific only to HULFT for NSK.
