Enhanced check for specified guardian file capacity

This function is improved in such a way that, if an invalid value is found to be set for the Extent storage area, when the Receive Management information is to be registered using the Management Information Batch Registration command (utliupdt) or the HULFT Manager Management Console, the error is returned and such registration fails.

Enhanced Check for Specified Guardian File Capacity is a function specific only to HULFT for NSK.
