Counter reset for send SEQ or resend queue list command

A command to reset the counter of the Send SEQ No. or the Resend Queue List No., the Counter Reset for Send SEQ or Resend Queue List command has been added.

By using this command, you can reset the counter of the Send SEQ No. and the Resend Queue List No. to "0".
