This phenomenon occurs when all of the following conditions are met:

"UTF-8" (8) is specified for Code Set for Transfer (cs4trnsfr) in the System Environment Settings

"Sending Side" (S) is specified for Code Conversion (KJCHNGE) in the Send Management Information

One of the following is specified for EBCDIC Set (CODESET) in the Send Management Information

Japan (Latin) for IBM (E)

Japan (Latin) Extended for IBM (F)

Japan (Katakana) Extended for IBM (H)

When the EBCDIC set is auto-configured, if IBM Kanji (I) is specified for Code Set for Transfer (KCODETYPE) in the Host Information, the EBCDIC set is converted as "Japan (Latin) Extended for IBM" (F), thus causing the phenomenon to occur.
